1) I wished I have a crystal ball to tell me. Thus only can advise according to what had happened in Singapore history.
2) Sandwich classes in Singapore were already observed back in the mid-'80s. That was when HUDC was introduced to satisfy the needs of this group of citizens.
3) HUDC is the very 1st version of EC. They can be privatized after a number of years that implemented years ago.
4) Almost all were enbloc except 7 of them. You may refer to detail on the below link;

5) The very 1st EC is Eastvale in Pasir Ris TOP in Jan 1999. My take is developers properly will aim at these HUDC before moving their target to EC.
6) As the cost is much lower to enbloc these EC compare to private. But you can never tell, since there are older and run down private development also wish to sell through en-bloc and move on.
7) So if you are really keen to invest in en-bloc property, you might as well go for these HUDC.
8) But be warned that this process is not going to be smooth and fast.
9) Personally had visited Pine Grove 3 years ago, they already went through multiple voting whether to go en bloc, but the supporting rate remains low, around 60% only.
10) You will need at least an 80% supporting rate before can call for en-bloc bidding. And even then, it is still open to challenge if the bidding price did not meet their expectation.
